Lightbulb hisun 700 utv won't start

I have a Hisun Supermach 700utv with the carburetor. It turns over, sounds like it is ready to start, but won't start. Kind of sounds like it needs fuel.
The last time it started hard, I had to charge the battery and it sounded rough with a air hissing noise around air filter.
I had to pump the gas. It stalled and started when I brought the charger to it.
I have had a problem recently with the starter continuing to crank even with the key off and wires were getting hot around the yamaha style starter relay.

    So far we have :
    checked fuses and grounds
    Cleaned air filter
    Changed oil and filter
    Cleaned carb
Checked and replaced spark plug - old one was firing fine, nice blue spark
    Fresh gas
    Ordered new style starter relay.
Found loose wires on brakes and repaired

    Any help would be appreciated.
I am getting older and my utv is my lifesaver on getting around our property and doing chores.

Those things are a bit cold natured but if you cleaned the pilot jet and all the passages and is getting good fuel delivery. I'd say try putting your palm over the air inlet while cranking and see if that helps. do you feel a decent vacuum while cranking? You also may want to think about adjusting the valves.
